That question is getting harder to avoid. Social landlords spent a record £10bn on repairs and maintenance in 2024/25, with investment in existing homes forecast to average £10.9bn a year over the next five years.* That level of commitment leaves little room for numbers that don't add up.

The best laid plans
Costs change. Timelines move. Funding milestones shift. Unexpected issues arise, sometimes with real regulatory consequence. The ongoing cladding remediation programme is a stark reminder of how a single technical issue can spiral into a years-long, high-cost undertaking - one that someone still has to plan, fund and report on accurately from start to finish. Effective programme management isn't about assuming a project will run smoothly. It's about identifying change quickly, understanding its impact and being able to respond and evidence that response.
From forecast to actual
Staying in control means knowing, at any given moment, whether expenditure is on track, where commitments have been made and whether forecasts still stack up. That's only possible when project, programme and financial information sit together. For example, when actual spend is drawn in from finance systems alongside appraisal data, so teams can compare planned and actual expenditure continuously, rather than reconstructing the picture every time a report is due.
Abri: turning information into action
Abri's experience shows what that looks like in practice. Following consolidation, its development teams were working across different systems alongside manual Excel processes, and as the programme grew more complex, producing consistent, timely information became increasingly difficult - a challenge many merged or growing housing providers will recognise.

The project team noted that reporting capability was central to the decision to upgrade their system, including the ability to keep working in Excel while the underlying information stayed centralised. The difference showed most clearly when information was needed at short notice. From visibility to delivery
The thread running through this series is simple: better visibility supports better decisions. And better decisions support better delivery. But successful programme management is never about expecting everything to go to plan - it's about being ready when it doesn't.
