Meet our staff

Liz Circuit - Managing Director

Liz has worked with M3 since it was set up in 2004, and joined the Board as a Director of M3 in 2010. Her first degree, in plant biology, took her to Thailand to work on aid research projects. Moving to London, she managed private sector refurbishment projects until she moved into Social Housing through joining Housing Software Services in 1995. She is a member of the NHMF Committee and has led the team which established the annual NHMF Maintenance conference. Liz holds a Masters in Business Administration from Kingston University. Her particular interest is how effective knowledge management can deliver innovation.


Paul Flowers - Director

Paul is responsible M3 Housing Development and Asset management software systems. He has extensive experience of appraisal modelling, system implementation and training, managing software projects, and consultancy. He has spoken at conferences, including user events and the NHF Housing Finance conference and he is the author of the NHF publication ‘Understanding Development Appraisal’.

Paul joined the company in 2001, having previously worked in the development department of South London Family HA. Prior to that he was involved in a software project for the Israeli Ministry of Tourism.

Outside of work he enjoys choral singing when he is not helping to raise five small children.


David Miller - Director

David is a quantity surveyor by profession, being a Member of the Royal Institution of Chartered Surveyors, and a Fellow of the Chartered Institute of Building, he joined Rand Associates in 1975 and has been involved in the maintenance of social housing for the last 25 years. He is a Liveryman of the Worshipful Company of Plumbers and a Freeman of the City of London.

David is the technical adviser to the National Housing Maintenance Forum (NHMF), co-author of the M3NHF Schedule of Rates and its associated modules, and has lectured extensively on the procurement process of social housing maintenance. David acts as the procurement advisor to a number of local authorities and housing associations for responsive, void property, gas servicing, property reinvestment works and the evaluation of existing contracts.


Richard Holliday - Director

Richard has particular expertise is the preparation of tenders for both major and minor Building and Engineering Works, contract monitoring and the settlement of final accounts and claims. In his work with Local Authorities and Housing Associations, he leads teams undertaking detailed reviews of the policies and operational procedures of DLO's, providing recommendations for improvement, implementation and monitoring of new procedures together with value for money reviews of current contract arrangements with the private sector.

As one of the original compliers of the M3NHF Schedule of Rates, Richard continues to develop the scope of the schedule. He has written modules which cover a long list of specific areas of work such as Grounds Maintenance, Tree Works, Cleaning, Water Hygiene, Lift Maintenance Cyclical Decorations and Communal Services and now devotes most of his time in the procurement of these services on behalf of social landlords. Richard is a Member of Royal Institute of Chartered Surveyors and a Fellow of the Chartered Institute of Building.


Bob Williams - Director

Bob Williams had a long career in social housing, working in management, development, with Shelter and as a consultant, before turning to writing software. He is the lead developer on the M3 repairs diagnostic system M3Central.


Dave Treanor - Director

Dave has been involved in the development of computer systems since the 1960s. He worked on financial modelling as a consultant, and joined the National Housing Federation as a policy officer in the 1980s, dealing with the changes resulting from the introduction of private finance into social housing. He is the author of a number of housing related publications including ‘Housing Policies in Europe’.

In the early nineties he ran a subsidiary of the Federation that developed software and other systems for social housing, including the M3NHF Schedule of Rates.This evolved over the years into M3, which is now independent of the NHF, and has a much wider remit.

The steering committee that began the NHF Schedule evolved into the National Housing Maintenance Forum, and runs conferences on best practice in maintenances and produces books published by the Federation on all aspects of maintenance and contract management.


Simon Davis - Director

Simon’s focus is principally on asset management activities. Since 2001 he has been involved with a wealth of projects including stock condition surveys, energy efficiency, business planning, developing strategies and investment planning. In particular, Simon likes to focus on taking clients from a position of little or no information on their stock, to having robust and efficient processes in place.

Simon has a postgraduate diploma in Building Surveying and is a member of the Chartered Institute of Building.


Ben Virgo - Sales & Marketing Manager

Ben began working at M3 as a Knowledge Transfer Partnership (KTP) Associate, employed by Kingston University, in 2009. After completing the KTP, which was awarded an A grade by the Technology Strategy Board (TSB), Ben joined M3 in 2011 as the Sales and Marketing Manager. In December 2017 he became an Observer on the M3 Board of Directors.

Prior to working at M3, Ben was teaching in China. He holds an MSc in Marketing from the Birmingham University Business School, a Work-Based Learning MA in Marketing and Management in Practice from Kingston University and a CMI Diploma in Management and Leadership (Level 5).

Ben has published work in a marketing journal. In January 2018 Ben was elected Secretary of the National Housing Maintenance Forum (NHMF), the centre of excellence for improving property performance. He is also, since 2009, an Affiliate of the Chartered Institute of Housing (CIH).


Julie Kimuli - Accounts and Finance Manager

Julie leads the Accounts team for M3. She has a BA (Hons) in Accounting & Finance and is a member of Chartered Institute of Management Accountants (CIMA). Prior to joining M3, Julie pursued a career in the retail fashion industry, where she ran her own business at the age of 21.

Julie has built a reputable customer rapport through her involvement in organising M3 events such as the annual NHMF Maintenance Conference.


Matt Snuggs - Senior Consultant

Matt joined M3 in 2014 as a Senior Consultant, having worked in development within the housing association sector for 13 years. Matt brings a wealth of experience in a broad range of development activity, from appraisal modelling, viability assessment and commercial review to project and programme management including financial analysis, capital cashflow and treasury management, GLA and HCA regulation and grant monitoring.

Matt focusses on advising M3Pamwin Plus clients on best practice at implementation and ensuring the system is utilised effectively to appraise, project manage and report on the development programme.

Matt has a BA (Hons) in Modern History, Economic History and Politics from Royal Holloway, University of London.


Jonny Sweetman - Technical Manager

Jonny oversees the team providing the technical support and development of the M3, Rand Associates and NHMF software products. He particularly enjoys working with clients to find solutions to support new ways of working either by adapting current M3 products or developing bespoke solutions.

Jonny holds a BSc in Computer Science from Warwick University and is a Sun Certified Programmer, Microsoft Certified Solutions Developer and Certified Internet Webmaster.


Sundeep Heer - Consultant

Sundeep joined M3 as a Product Systems Analyst in Spring 2016. Her role involves working with clients during the implementation of M3Pamwin Plus and providing ongoing support and training for all clients.

Sundeep brings over 10 years’ experience of social housing. She has an in depth understanding of social housing from appraising and programme managing large, complex developments and disposals, sales experience of a variety of subsidised housing products to letting, customer service and managing existing stock.

Sundeep holds a BA (Hons) in Accounting & Finance from Leeds Beckett University.
