Where are find fault and rectify items in Version 6 and 7?

Locate fault and locate fault and rectify items were dropped from version 6 of the M3NHF Schedule of Rates.

Many subscribers had reported misunderstandings about how these items should be treated, particularly with regard to invoicing.

What is the coding system?

For the main SOR there are 6 numerics:

  • Nxxxxx – Trade Code
  • NNxxxx – Section
  • NNNNxx – Subsection
  • NNNNNN – SOR Item

We can provide files with specific coding structure for Orchard Anite and SDM

 

Description Format:

  • Property History - 1 line x 50 characters
  • Works Order - 4 lines x 50 characters or a total of 200 characters

 

I am not a Social Landlord. Can I buy the M3NHF Schedule of Rates?

The Schedule of Rates is sold under subscription to Social Landlords (Local Authorities, ALMO’s, Housing Associations, Charities etc).

Contractors and Consultants cannot buy any of the Schedule modules directly. It must be provided by the authorised Subscriber who is in contract with them.

The Schedule of Rates can be supplied in hard copy without restriction by the Subscriber for tendering and operational purposes. If the Schedule of Rates is required in electronic format, the Subscriber must extend their licence to cover the Contractor or Consultants.

Contractors and Consultants working with authorised subscribers can however purchase an A5 SoR edition of the Schedule containing the items including medium descriptions and rates.

How do I buy the A5 SoR edition of M3NHF Schedule of Rates?

The M3NHF SOR A5 books are available via the order form for immediate dispatch. The price of the books is dependent upon the numbers ordered and can be paid for by credit card or invoice. You can order M3NHF SOR A5 books here

When placing an order do not forget to specify which version of the M3NHF Schedule of Rates you require.

If I buy M3Central, will I get M3NHF Schedule of Rates with it?

Licences for M3Central and M3NHF Schedule of Rates are completely separate.

M3Central will not come with M3NHF Schedule of Rates unless a separate licence or licence extension has been obtained for the right to use it.

Each product is subject to the terms and conditions of its own licence agreement, obtainable from M3.

What is the latest version of M3NHF Schedule of Rates?

What is new in version 8 of the M3NHF Schedule of Rates?

The changes in Version 8 relate to updating of the ITT (Instructions to Tenderers) the Contract Conditions, Preliminaries, Price Framework, Additional sections for The Specification, and additional Schedule of Rates items.

Version 8 is due to be released mid-2023.

Where can I get a breakdown of labour and materials that make up the rates?

The labour and materials files (SMVs) are available for purchase to M3NHF Schedule of Rates subscribers. You can select them from the M3NHF Schedule of Rates menu on the order form. You can place an order there, or just get a quotation.

How can I get further information about a particular item in the M3NHF Schedule of Rates?

We do not deal directly with queries raised by contractors. Any queries or disputes between client and contractor should be agreed between the two parties. Our relationship is with our subscribers, so any communications should go through them.

We do not generally conduct debates about the price for individual items. Schedule items are deemed to include everything necessary to do the job.

Each item in the Schedule of Rates is intended to represent the entire work content of the particular repair and or maintenance in respect of the subject of the Schedule of Rates item and the Contractor is deemed to have included in his percentage adjustment for all ancillary items not specifically referred to in the Schedule of Rates item but are necessary to achieve the particular repair or maintenance of the Schedule of Rates subject.

Are the descriptions in accordance with the principles of the Standard Method of Measurement [SMM]?

No, the descriptions are intended to represent the work requirement of that particular task and are deemed to be fully inclusive of ancillary works necessary to complete the task.

Are labour and materials included in the rates?

Rates are built up from Standard Minute Value outputs and include:

  • All Ancillary Works
  • Labour
  • Labour oncosts (NI, pension, training etc.)
  • Materials
  • Materials wastage
  • Means of Access for works to 2 Storey Properties
  • Non-productive Time
  • Overheads
  • Pre-Inspection Costs
  • Profit
  • Stores on Cost
  • Vehicle costs
  • Waste removal
  • Working with removal & disposal of non-licensed ACM
What guidance notes are provided?

Do the times in labour and materials files (SMVs) include travel time?

No. The times in the labour and materials files are for completing the job from arrival on site to establish what the jobs through the clean up on departure when job completed.

Travel and other non-productive time should be taken into account by the Contractor when calculating their tender percentage adjustment.

No, the time is shown for guidance only. Equally you don’t have to pay less if they job does not take as long as the SMV.

What is the current percentage uplift for the M3NHF Schedule of Rates?

There is no single current percentage uplift or discount for the M3NHF Schedule of Rates because contracts vary in nature, stock profile and are also influenced by regional differences and market conditions It also depends upon which Version (6.3, 7, 7.1, 7.2 etc.) is being used by the clients.

Tendering

Can we replicate the documentation?

Under the terms of your licence with M3, you may replicate the entire document (or appropriate parts), as many times as you need to during the course of your procurement exercises. We ask that you provide the Schedule of Rates codes and description document in secure PDF format and not in Excel.

Unprotected copies of the documentation cannot be provided to potential bidders, and all documents must indicate that the intellectual property rights of the core NHF documentation are vested in Rand Associates Consultancy Services Ltd and/or NHF HAMMAR South West.

Can we make amendments to contract conditions and preliminaries?

The NHF Form of Contract 2011 (rev7:2020) Contract Conditions (Volume 1b) and Preliminaries (Volume 1c) are supplied as standard documentation, any amendments (whether deletions, amendments and additions) should be scheduled in the Schedule of Amendments which is incorporated into the Articles of Agreement incorporated into Volume1(a2).
